Nelly Bagasala, aged 69 and member of Karapatan -an NGO dedicated to the defence of human rights-, was shot multiple times by men who were onboard a motorcycle at around 8:20AM on Saturday, June 15, 2019. With her was another Karapatan member, Ryan Hubilla, who was also shot several times. The shooting took place at the corner of Phase 2, Seabreeze Homes Subdivision, Baragay Cabid-an, Sorsogon, Bicol, just one kilometer away from the City Police Office.

Nelly and Ryan were reportedly subject to surveillance by the military and police operatives. At 10PM on April 21, they were tailed by a gray pick-up vehicle and a black motorcycle -both without license plates- after they escorted Atty. Bart Rayco, NUPL-Albay lawyer, following a visit he made to his clients who were political prisoners at PNP Cabid-an.
