Julio Velásquez was president of the Junta de Acción Comunal (Community Action Board) of vereda Paso Cusiana in Tauramena, Casanare.
Julio had a welding business and on 7 December, 2020, he was in the workshop chatting to some neighbours when two men arrived. They asked for the boss by name and when he identified himself they pulled out guns and shot him dead.
The killers then escaped on a motorbike.
Julio was transferred to the local hospital but he died from his injuries.
