Nelson Enrique Meneses Quiles

29 year old Nelson Enrique Meneses Chiles was a human rights defender and community leader in the village of Inza in the state of Choco.

At 7PM on the evening of Friday 10 January 2020, Nelson was at home with his wife and three year old daughter when 4 heavily armed gunmen arrived at his house on two motorbikes. They forced him down onto the ground and shot him ten times in front of his family.

Nelson Enrique was a member of the Inzá Tierradentro Peasant Association – ACIT, a subsidiary of the National Association of Peasant Reserve Zones – ANZORC, which advocates on behalf of peasant and indigenous communities  as part of the “Marcha Patriotica” in Cauca .

On 28 June 2021, the Attorney General’s office issued a statement identifying Fernando Israel Méndez Quitumbo, alias “el Indio Amansador”, as the leader of the Dagoberto Ramos armed group and accused him of robbery, murder, extortion and being a member of an organised criminal group.

At that time he was already in prison for his involvement in multiple murders including that of Nelson Enrique Meneses Chiles.

Among the crimes attributed to the group are the killings of :

Virginia Silva de Vargas, a traditional indigenous doctor,

Amparo Guejía Mestizo and Juan Pablo Dicue Guejía. The latter, an indigenous social leader and member of the Huellas Caloto reservation,

Luis Hugo Mosquera and Albeiro Silva Mosquera, indigenous social leaders belonging to the Cilia La Calera reservation,

Emerson Damián Barbosa Ucue, a peasant from the La Floresta village in Inza municipality,

Dumar Noe Mestizo, indigenous youth social leader, muralist, member of the youth movement Álvaro Ulcué Chucué Chxab Wala Kiwe, belonging to the Tacueyó reservation,

Carlos Celimo Iter Conde, reincorporated from the Farc, 25, 2019 in the La Junta sector of the El Palo district, in Caloto,

Alex Cunda Silva, an indigenous community member who had belonged to the FARC and did not demobilise. He belonged to the Cilia La Calera reservation in the municipality of Miranda,

Janer Ulpiano Ul Calambas, an indigenous community member, belonging to the Huellas de Caloto reservation.
