Front Line Defenders condemns the shocking assassination of Brazilian human rights defenders Marielle Franco and calls on the Brazilian authorities to investigate the murder and bring the perpetrators to justice, including anyone who might have been involved in the planning of the murder.
Marielle and Anderson Pedro Gomes, a colleague who was driving her car, were shot dead by two assailants, in what appears to be a targeted killing, at approximately 9:30 pm on Wednesday, 14 March on Joaquim Palhares Street, in the Central Region of Rio de Janeiro. Another passenger in the vehicle was wounded by shrapnel.
Two weeks prior to her killing, Marielle had been appointed as a rapporteur in a special commission established by the Rio city council to monitor the military’s role in taking over police functions in the city of Rio de Janeiro. Just three days ago, she denounced the deaths of two youths during a military police operation in Acari community in a post on Twitter: “We must speak loudly so that everybody knows what is happening in Acari right now. The 41st Military Police Battalion of Rio de Janeiro is terrorizing and violating Acari residents. This week two youths were killed and tossed in a ditch. Today, the police walked the streets threatening residents. This has always happened and with the military intervention things have gotten worse.” Just hours before she was killed Mariella Franco had asked during a public meeting, How many more must die before this war ends ?». she was shot dead less than 24 hours later.
On 8 March, while speaking at the 37th Human Rights Council Session in Geneva, United Nations High Commissioner for Human Rights, Zeid Ra’ad Al-Hussein, noted, “In Brazil, I’m concerned with the recent adoption of a decree that gives authority to the Armed Forces to fight crime in the state of Rio de Janeiro and places the police under the command of the Army.”
Marielle Franco was a community activist for many years before becoming a city councillor in 2016. As an Afro-Brazilian, woman human rights defender, she advocated for housing rights for some of the city’s poorest and most marginalised residents, defended women’s and LGBT rights and worked against systemic racism. She had become an expert on policing and was outspoke in her criticism of the violence that often accompanied the military and police presence in Rio’s favellas.
In 2017, Front Line Defenders, together with local Brazilian partners, documented that the country was the deadliest for human rights defenders in the world, as reported in its Annual Report on Human Rights Defenders at Risk in 2017, with 67 HRDs killed.
Despite the dangerous environment, the killing of such a high-profile HRD such as Marielle sends a chilling message to other HRDs in the country, particularly to those monitoring and denouncing human rights violations in Rio de Janeiro. As such, Front Line Defenders insists that the Brazilian authorities to bring all perpetrators to justice, including any individual who participated in the planning as well as the execution of the murder, even if the investigation leads to police or military involvement.
