Luis Eduardo Caldera Villamizar was president of the Community Action Board of the municipality of San Jacinto del Cauca and a social leader in the south of the department of Bolívar .
He worked as a merchant and farmer and was nominated as a candidate for councillor in the Municipal Council of San Jacinto del Cauca, by the Social Party of National Unity.

43 year old Luis Eduardo Caldera Villamizar’s body was found floating and with his hands tied on the banks of the Cauca River, in the Achí municipality, south of Bolívar on the 19th August 2019.
According to the statements of his son, Luis Fabián Caldera, the candidate for the council left his home in the Astilleros district around 7 am on the 15th August.

Caldera, who had been missing for several days was last seen in the sector known as Shipyards. His body was found in the Río Cauca in the vicinity of the Achí municipality.

Dumek Turbay , Governor of Bolívar, condemned the killing of the social leader and expressed his condolences to his relatives and the entire community of San Jacinto.
« We regret and condemn the vile murder of social leader Luis Eduardo Caldera Villamizar, who had been reported missing since the 15th in Astilleros, San Jacinto del Cauca township. Our condolences to his relatives and the entire Sanjacintana community, ” he said through his Twitter account.
The Investigation

Some neighbours and close friends reported that there are rumours that the crime was carried out by the criminal gang Clan del Golfo. However, this has not been confirmed by the authorities that are conducting the investigation to establish the motives and perpetrators of the crime.
